This work aims to take a critical look at the systems of accessibility, usability and limitations of information, distinguishing the hypothesis in which the minor is an active subject of information and those in which he is a passive subject and therefore a vulnerable receiver of multifaceted and unconditional information.
In this study, technological evolution will be a moment of reflection, its impact on the uncontrolled diffusion of information, as well as the analysis of the cultural and psychological implications that such innovations bring about in the construct of the personality of the minor and in his formation.
With an important point of connection, the new centric recognition of the minor will be analyzed, offering insights on regulatory solutions.
